Protect our cultural treasures

Last week we read about China's top 10 archaeological finds in 2005 with
both joy and sadness.

Joy came from reading about the significance of the discoveries. Sadness
came from learning about the archaeologists' work and thinking about the
many deplorable things that have been done to the nation's historical
assets.

There were reports about unearthed treasures, although many of them are
yet to be released for public viewing. Some murals in old tomb chambers
and silk paintings covering the caskets were reported to be stunningly
beautiful.

But more impressive was how widespread the discoveries were. In fact,
archaeological sites identifying various early communities exist far
beyond the Yellow River Valley, known as the cradle of Chinese
civilization.

The 2005 finds included evidence of rice-planting in the highlands of
Yunnan and Guizhou provinces in southwestern China, and traces of a
previously unknown culture (that included barbecuing) of 8,000 or more
years ago in Zhejiang Province, on the coast of the East China Sea.

At the same time, however, we learned that some archaeological treasures
had potentially already fallen into the hands of cultural thieves.

Five of the top 10 archaeological sites had reportedly been invaded by
tomb diggers. And among the 25 candidates for experts' voting in 2005, 10
had been victims of serious cultural theft, virtually plunder in some
cases, in the previous couple of years.

Of the 25 sites, only six received police protection. In another 17
cases, as Xinhua News Agency reported, the police failed to take any
action after archaeologists notified them of their ongoing work in the
areas of their jurisdiction.

In one case involving the salvage of a sunken ship of the old porcelain
trade off the Fujian coast in East China, there was a virtual race
between archaeologists and 25 boats commissioned by illegal treasure
hunters working during typhoon alarms.

Before archaeologists could finish their work there were already early
Qing (17th century) blue-patterned porcelain objects on offer in
collectors' flea markets in Beijing, costing as much as 80,000 yuan
(US$10,000) apiece.

At a time of rampant tomb-raiding and relics theft, the inadequate police
presence in the nation's most important archaeological sites is hard to
justify. It is not hard to point out what the government should do about
the problem: setting up law-enforcement units, signing more anti-crime
treaties with foreign governments, increasing budgetary allocations, and
even defining certain protection areas.

The key, however, is to persuade citizens about the value of our culture,
and to bring a sense of shame to those who attempt to trade the nation's
cultural assets for their own personal gain. This is an area where the
better educated people, at least those who regard themselves as such, and
those who are in the cultural business, should help by offering
themselves as examples.

As viewed from this perspective, the environmental mess left behind by
filmmakers in the scenic areas of northern Yunnan after shooting "The
Promise," directed by Chen Kaige, is similar to the ugly hole left by
tomb robbers in an imperial cemetery.

In both cases, cultural wealth belonging to the public to be appreciated
by future generations is sacrificed for the immediate financial return of
just a few individuals.

It is odd that the industry has been basically quiet in response to the
environmental damage wrought by the filmmakers, as if it was the
misfortune of a few individuals to get caught behaving irresponsibly. Why
can't they say something? At least to say they will ensure due care is
taken to protect the nation's environmental and cultural areas next time
they are using them to give us a better promise?

SEPA's message is loud and clear

Part of my career was spent in financial services. I was involved in the
listing of the first batch of Chinese companies on the New York Stock
Exchange, followed by many H-share and B-share companies in Hong Kong.
For a while I was also an analyst.

But since I returned to work on the Chinese mainland, I have gradually
developed a liking for one particular government agency. It is the State
Environmental Protection Administration, or SEPA.

It is not usually considered to be an economic department of the
government, although here in China Daily, we run a special Energy and
Environment supplement every week, after merging the two operations into
one.

Having no friends in that government office, not even contacts with any
related NGOs (non-governmental organizations) in the world, I have to say
SEPA is providing a valuable service.

Whether people agree to call today's China the factory of the world, or
whatever development models economists may propose for it, people must
accept: No factory in the world can be built on a dumping ground.

Do not argue with me about how to calculate the amount of waste and
pollution, and how to project their growth in a given period. Do not tell
me analysts do not have a shared model to quantify those things.

Some simple accounting based on an average household can be enough to
reveal the dangers of a single-minded chase at low cost, and without
regard to the environment.

Say an average Chinese household of two parents and one child has a
yearly income of 250,000 yuan ($33,000) a year.

If, in order to make their child grow faster than the other kids, the
couple keep feeding him hamburgers and French fries. In order to save
daily expenses, they buy all the cheap supplies they can get from
unlicensed roadside vendors - from groceries to bottled (or re-bottled)
water.

In less than 10 years, they would have saved probably enough to move into
a new flat. But if they continue to be obsessed about speed and low cost,
they would not mind living in a highly polluted area and buying cheap
household supplies, including paint and furniture.

By that time, however, the kid would be suffering from obesity and
diabetes, for which the parents would have to spend 100,000 yuan a year
for his treatment - from regular hospital visits to herbal prescriptions,
useful or not.

Then in another 10 years, the parents would be facing huge medical bills
for cancers attributable either to their unhealthy food, poor air quality
or to the poisonous emissions from cheap building materials.

When life and all other key factors are considered, the family's ROI
(return of investment) can only be negative. In journalists' jargon: Two
generations wasted.

That is why I appreciate what SEPA is doing for China. It is telling
people that they really cannot afford to wait when others say they still
can.

Minor traffic offences

Parramatta Road in Sydney has narrower lanes than Jingshun Road in
Beijing but traffic on the Australian motorway is faster than on its
Chinese equivalent.

Both are suburban non-freeways. The number of vehicles is not the problem
- traffic on Parramatta Road is much denser. The issue is the behaviour
of motorists.

On Jingshun Road, you see too many cars changing lanes frequently,
cutting in without regard for the vehicles behind or forcing their way
ahead of cars lined up at traffic lights. Such inconsiderate acts slow
down, or even stop, traffic flow, and sometimes result in collisions.
Similar phenomena are seen every day on roads in Beijing and other
Chinese cities.

Few drivers stop or slow down at zebra crossings if there is no control
light. Should anyone stop to let pedestrians pass, drivers behind blow
their horns to urge him to move.

Pedestrians and bicycles, in their own ways, slow down traffic. Waiting
to cross the street, they often throng both sides of the vehicle lanes
rather than on the sidewalk, thus leaving a narrow passage for motor
vehicles.

Definitely, nobody is deliberately trying to slow down traffic. But most
road users seem to care little about what effect their moves will have on
other people. When a motorist speeds past a puddle splashing water over
passers-by, when a cyclist crosses the waiting line to stand in the way
of a right-turning car, or when vehicles on a jammed highway occupy even
the hard shoulder, they may not be willful acts to harm others they are
only concerned about their own convenience. But they infringe upon other
people's interests and rights. More importantly, they contribute to the
disruption of our social order by doing so.

Traffic conditions mirror the state of society. Minor misdeeds such as
the above-mentioned are seen in nearly every aspect of our social life.
Many sociologists attribute the problem to the "quality" of Chinese
citizens, or our civilization.

The improvement of the overall quality of the Chinese nation is too big a
topic to discuss in this column but at least we can make a start by doing
something to improve traffic conditions.

Two things have to be done in earnest - tightening the enforcement of
traffic laws and regulations; and raising awareness of the importance of
following traffic rules.

These are not new ideas but they have not been addressed seriously. For
instance, traffic authorities have launched education campaigns in the
past. The emphasis, however, was on warning road users against "major
offences," such as speeding, drunk-driving and jumping red lights. Little
has been done to urge people to change their bad habits such as "minor
offences."

Equal, if not greater, attention, however, should be given to these minor
offences. Although reducing the rate of traffic fatalities by cracking
down on "major offences" is more a priority to traffic authorities -
obviously the fewer the number of fatal accidents, the more "successful"
the authorities appear to be. "Minor offences," however, warrant more
attention, for they represent the habits of a vast majority of the public.

Changing these habits will be a great contribution to the improvement of
the quality of life of Chinese citizens. Traffic authorities can play
their part in this regard. For example, if, through more forceful
implementation of traffic laws, both motorists and pedestrians become
more patient in waiting for their turn, our traffic will be much safer
and more efficient.

Staterooms usually are arranged on the 2nd, 3rd or the 4th decks and fall
into mainly two categories: Standard (80% of the rooms) and Suite (20% of
the rooms). Ships built after 1990s' are equipped with private balconies
and ocean-view portholes. The size of the standard staterooms varies from
8 square meters (86 sq ft) to 16 square meters (172 sq ft) with two lower
beds, duvet, sitting area with day seats & tables and a large picture
window. All staterooms have a phone, TV, refrigerator, closets and a
private bathroom. Ships rated four stars and above have a phone and hair
drier in the bathroom. A mini-bar inside also provides bottles of wine,
soft drinks and nuts. To travel in utmost comfort and style, you will
find that suites are the most luxiourious choice. A suite usually covers
323-431 square feet with larger beds and more furniture.

Most cruise lines offer 24-hour room service at no extra charge. Room
Service usually includes: 24-hour laundry service, meal delivery,
morning-call, shoe-cleaning, massage and VIP service.

Cabin Amenities

Private bathroom with shower, outside picture windows, air-conditioning,
Closed-circuit television, ample closet space, hair drier in cabins (on
request for standard cabin on Victoria ships), SATCOM Phone

Staterooms fall into three standards:

* A: Staterooms on the 3rd deck
* B: Staterooms on the 4th deck
* C: Staterooms on the 2nd deck
Staterooms away from the engine, anchor gear, the public and
entertainment areas are ideal for a good nights sleep. On some ships,
public corridors outside the room have been converted into balconies.

Fitness iron shoes

An old woman of sixty-eight years old and a young girl wore fitness iron
shoes weighing 65 kg and 25 kg respectively to do physical exercise. The
fitness iron shoes were invented by a certain Mr. Zheng, a root carving
craftsman, who received a certificate from the Guinness World Records'
headquarters in Shanghai in 1998 for having the most heavy fitness iron
shoes.

On February 16, 2005, the Ministry of Railways revealed that the cargo
turnover volume of China's national railways reached 1,908.6 billion
tons/km in 2004, an increase of 11.7% over 2003. Passenger turnover
volume reached 569.7 billion passengers/km, up 14.6% over 2002. China's
railways ranked first in the world in four major indexes, including
passenger turnover volume, cargo transportation volume, cargo density and
converted turnover volume.

At the beginning of January, a new outlet for sex education -sex bar -
emerged in Shenzhen. This sex bar, located in the Shenzhen Family
Planning Service Center, tries to combine sex education with social tea
tasting. In the sex bar, the paintings of Picasso, Dali and Delvaux are
displayed on the wall. In the bar Customers can borrow books related to
sex . The bar also has Internet connection and it provides addresses of
web site on sexual health.

The government has been working hard to create a safer environment for
young people in China by shutting down illegally operated businesses in
2004.
The government closed 12,575 Internet bars, 2,861 dance clubs, 3,434
video halls and 131,481 snack counters.
From October to December in 2004, eight ministries including the Ministry
of Education, Ministry of Public Security and the Ministry of Justice,
launched a nationwide campaign to close these illegal businesses, which
were mainly located nearby primary schools and middle schools.
According to the ministries, Chinese parents had complained that the
businesses had "severely affected students' cultural lives."
During the time, public security organs at all levels also cracked 5,926
criminal cases relating to the safety of students and teachers and made
more than 200,000 arrests.

China's crude oil import hits record high in 2004

Chinanews, Feb. 3 - According to customs statistics, the import volume of
China's crude oil increased 34.8% to 120 million tons in 2004, which is
the highest growth rate in the past four years. The value of imported
crude oil totaled 33.91 billion US dollars, up 71.4%. The international
price of crude oil registered a series of new highs last year, with an
average increase of 58.9 US dollars for every ton of imported crude oil.
As a result, there was altogether an extra cost of 7.068 billion US
dollars for the amount of crude oil imported last year.
China imported crude oil from more than 20 countries in 2004. The import
volume from 5 of these countries was more than 10 million tons each, with
a combined total of 73.72 million tons, accounting for 60% of the total
import volume in 2004. The Middle Eastern countries of Saudi Arabia and
Oman were the top two suppliers, respectively exporting 17.24 million
tons and 16.35 million tons of crude oil to China. Angora and Iran were
in third and fourth places. Crude oil import from Russia saw the fastest
growth, doubling to 10.77 million tons, putting it in fifth place.
Imports from Sudan and the other 15 countries respectively ranged from
one million to ten million tons, with imports from Vietnam and Congo
showing the fastest relative growth.
In the same year, China imported 37.88 million tons of refined oil, up
34.1%. The value of the import is 9.25 billion US dollars, up 57.7%. The
total import value of crude oil and refined oil reached 43.16 billion US
dollars, making it the single product with the largest import value.

Gigantic tugboat in service in Rizhao Port

This tugboat, at the cost of 29 million yuan, was the largest and most
powerful amongst China's coastal ports. As the most advanced tugboat in
China, it was made of advanced equipment from other countries, such as
Japan, Finland, South Korea and the US. It will be able to serve the
deep-water berth of the Rizhao Port and for at least over 30 years. This
digitally-controlled ship is 38 meters long, 12.5 meters wide and 4.8
meters deep. It can reach a speed of 13.4 nautical miles per hour, with
65 tons of straight pulling power and 60 tons of astern power.

Zhejiang sold 800m pairs of shoes overseas

(Jan 20, 2005) According to relevant statistics, in 2004, Zhejiang
Province exported 800 million pairs of shoes, valued at 1.95 billion US
dollars, up 24.7% and 30.2% respectively over the previous year. Last
year, the volume of shoe exports by private enterprises in Zhejiang
Province soared 82.9%, 52.7 percent higher than the provincial growth
rate for shoe exports. Private enterprises exported 650 million US
dollars worth of shoes, accounting for 33.6% of all provincial shoe

New phone numbers added for 3G

Chinanews, Jan.13 - In the acceleration of 3G development, China recently
added new numbers for 3G cell phones: 150 to 159 and 180 to 189. The
prevailing mobile-phone numbers in the 130 to 139 range can no longer
meet the demand of mobile communication development.
Spokesman for the Telecommunication Management Bureau of the Ministry of
Information Industry said relevant government departments have adopted
the approach of "actively follow up, conduct tests in advance, create
market demand and support growth" in its active, rational promotion of 3G
development, a movement that has been challenged by licensing issues,
market demand, a much-needed deep reform of basic telecommunication
enterprises, planning of coding and numbering resources and the lack of
maturity in current technologies. Of all the crucial factors, frequency
as well as numbering resources rank top on the list.
The Ministry of Information Industry has implemented the largest-scale 3G
technology network test in the globe in an attempt to achieve mutual
communication by different equipment of different operating companies.
With significant breakthroughs in technology development, standard
establishment and industry preparation, success of this test would lay
the foundation for China's future 3G development.

IBM to JV with Great Wall to manufacture servers

Chinanews, Dec 9 - Just after selling its PC business to Lenovo, IBM will
be announcing in a few days that it is setting up a joint venture company
with Great Wall in order to enter the highly profitable server
manufacturing industry.
According to news sources, Great Wall and IBM have agreed to set up the
joint venture company Great Wall International Information Technology Co.
Ltd (I-ITC), which will be primarily involved in producing servers and
ancillary products. Great Wall and IBM will work hand in hand to
establish the new JV as one of the strategic production bases of IBM��s
integrated global supply chain.
In conjunction with IBM��s sale of its PC business, Great Wall Computer
will be transferring 20% of the shares in the joint venture factory to
IBM.
Great Wall Computer issued an announcement today that it planned to
transfer its 20% shares in Changcheng International Information Product
Co., Ltd. to IBM for 44 million US dollars. The two parties are in the
midst of drafting the formal agreement and would be executing it shortly.

Japan's drilling rights grant provocative: FM

Apr. 14 - China says Japan has come up with a provocation to China's
rights and the norm of international relations by starting to grant
Japanese firms the right to conduct test drilling for potential gas and
oil fields in the East China Sea.
Chinese Foreign Ministry Spokesman Qin Gang said China has already lodged
protest on this issue to the Japanese side and will retain the right to
make further reaction.
On Wednesday, the Japanese government initiated procedures to grant
Japanese firms the right to conduct test drilling for potential gas and
oil fields in the East China Sea.
Qin Gang said the move by the Japanese side is a serious provocation to
the rights of China and the norm of international relations.
The spokesman said there are disputes between China and Japan on the
demarcation of the continental shelf of East China Sea. He said China has
always insisted that the two sides should resolve the issue through
diplomatic negotiation.
The spokesman said the Japanese side has turned a deaf ear to the
righteous proposition of China and attempted to impose its
unilaterally-conceived "demarcation line" on the Chinese side.
He noted that China has never ever recognized and will never recognize
the so called "demarcation line".

Bank of America to be BOC shareholder

Chinanews, Apr. 5 - The Beijing representative office of the Bank of
America revealed yesterday that the bank was considering investing US to
US billion in a large Chinese bank. An authority from the Bank of China
(BOC) also disclosed that it would probably cooperate with one of its
selected foreign shareholders--the Bank of America--on credit card
business. These signs indicate that the large Chinese bank in which the
Bank of America will invest is actually the BOC.
Ken Lewis, CEO of the Bank of America, made a statement in Hong Kong,
drawing great attention from the media. He said that the bank was
negotiating with a large Chinese bank about purchasing part of the
latter's shares, with an investment of US to US billion. This will be
regarded as part of further strategic cooperation between the two banks.
Lewis added that the investment would only be one part of strategic
cooperation and subsequent business cooperation would be the focus. He
expected that before China's financial industry completely opens to
foreign investors in 2006, the Bank of America, through equity
investments, can set up some enterprises that will bring profits and
meanwhile pave the way for its Chinese customers. After that, the Bank of
America will expand branches in China.
According to Lewis's statement, the Bank of America echoes Citibank and
HSBC in entering the Chinese market. Citibank teamed up with the Shanghai
Pudong Development Bank to jointly launch a co-branded credit card, and
HSBC, the largest Hong Kong-funded bank, got into the Mainland credit
card business by establishing a joint credit card company by obtaining a
19.9% share of the Bank of Communications, the 5th largest commercial
bank in China.

Large Zisha teapot

The Ministry of Land and Resources published a survey on changes in
national land utilization in 2004. The survey indicates that arable land

Dunhuang Art Exhibit

The Dunhuang Art Exhibition, with a "legends of desert and re-emergence
of resplendence" theme opened at the Taipei Museum of History on March
26th. It was two years in preparation.

The Dunhuang Grotto of the Tang Dynasty (618-907 AD), duplicated
following its original size, drew the attention of a woman and her
daughter.

A visitor was appreciates a Dunhuang fresco.

An old man watches a Buddhist scripture being written in characters of
the Xixia (1032-1227 AD), a small nation that existed during the Song
Dynasty (960-1279 AD).

Largest copper drum

Yesterday, Nanning's Institute of International Folk Music, the Tourism
Bureau and the Culture Bureau of Baise City set up the world's largest
ancient copper drum sculpture in the Baise Train Station's plaza. The
copper drum was discovered in the Putuo Tomb, Xilin County, in 1972. With
a diameter of 77.5 centimeters and a height of 52-centimeters, it is of
the Shizaishan type. Decorated with Duchan, Yuren and Egret designs, the
drum bears profound cultural implications for Baise. The gigantic
sculpture is an enlarged replica modeled on the drum. It has a diameter
of 13.6 meters, a height of 15.6-meters, is 8.9-meters thick, and weights
32 tons.

Crown sedans, a Toyota model, were completed in the Tianjin Development
Zone on March 21st. Toyota said that the Crown's first overseas
production was a milestone in the company's development. Tianjin Mayor

19th. 150 purebred cats of more than 20 breeds participated in the show,
including Persian cats of various color patterns, Chinchillas and

Olympic torch expected to run through Taiwan

BEIJING, Mar. 15 - Olympic organisers in Beijing wants the traditional
torch relay for the 2008 Games to pass through Taiwan, the Beijing News
reported on Monday.
"The domestic torch relay should cover as much ground as possible and
involve all China's provinces, regions and peoples, including Hong Kong,
Macau and Taiwan," the newspaper quoted Liu Qi, president of the 2008
Beijing Olympics organising committee, as saying in a Sunday interview on
China Central Television.

Tom.com's CEO Wang Leilei announced the founding of a good-faith alliance
between Mainland China's relatively well-known Monternet (a compound word
created with Mobile and Internet) value-added service providers,
including Tom.com, Tencent QQ, Linktone, Sina, Sohu and Netease. The
alliance took the lead in making eight commitments, such as "compensation
for double mistaken message fees," in the mainland. Consumers once
regarded the variety of wireless Internet services as traps. Now, such
services are expected to be standardized.

HK Disneyland to begin trial operation

The first goodwill ambassador of Hong Kong Disney assumes his official
post.

Chinanews, Mar. 10 - Hong Kong Disneyland will hold opening ceremonies on
Sept. 20th. According to a senior official of the company, Hong Kong
Disneyland plans to begin trial operation on Aug. 15th, and will open a
few days each week for representatives of the tourism industry,
engineering sector, governmental organs and non-governmental
organizations. The company might also arrange through charitable
organizations for some families and children to visit Hong Kong
Disneyland.
